At this time, QuickBooks Payments is available in the US. The article you're referring to is for subscribers using QuickBooks Online (QBO) US version. They can pay foreign vendors using the third-party app.
If you'd like to process your payments from QBO, I suggest going to our app center to look for an app, like Bill Pay, that works perfectly with QBO India. Check our QuickBooks Apps store and browse for an app from there.
In the meantime, you can record your bills or expenses in QBO manually. Then, process payments towards bills. Check these articles:

Your client is using QBO US version and needs to pay a vendor located in India?
Yes, that's the case, couldn't put that while registering the question due to word limit. When he tries to make the payment, he gets the "Payments to India are not available yet" message.
Thanks a lot for your response, have conveyed the same to my client, hope he is able to leverage the tips from your response to make the payment.
Ask your clients opening a Veem account for free and integrate it with their QBO US accounts. Your clients will be able to pay in USD and their vendors in India can accept payments in USD, INR or GBP.
Thanks for the suggestion, went that route few weeks back. At the last stage, they had an unusual requirement (which my client called plain stupid) of uploading a selfie holding Photo ID. He didn't want to do it, not because he had anything to hide, it just didn't make sense. Veem chapter closed there. Another issue with Veem was, they don't ask for all the documents in one go, you upload one and then the request for another comes, validation of which takes another couple of days minimum (could be because of the first transaction). We wasted 3 weeks behind them :(.

Afaik, this requirement has become a common practice lately since the pandemic, especially with regard to the financial industry (e.g. PayPal, virtual banking services) to verify their new users.
