When you add a user, they'll receive an email with the instruction on how to set up their login credentials. Once they accept the email invitation, it'll ask them to enter a password. That'll be their password when they login to your account and the username will be the email address you used in inviting them.

If it'll route them to the login page after clicking the email invitation, it's possible that this user has an account already with QuickBooks Online. If this user forgot the password of his/her account, you can let them reset it. On the login page, simply click on the I forgot my user ID or Password link. Then, follow the on-screen instruction.

Since it's still getting the same issue about user can't log in from the invitation, I recommend advising the added user to log in or accessing the email using a private browser. This is to rule out the possibility of a webpage issue, and private browsing doesn't store local files or cache.
Use these keyboard shortcuts based on the browser you're using.
If it works in incognito, I recommend clearing the cache of your regular browser. This removes the history or log of sites so you can start with a clean slate. You can check this article to see the steps: Clear cache and cookies to fix issues when using QuickBooks Online.
