Before we proceed, may I know what version of QuickBooks Desktop and country you are migrating to a specific region of QuickBooks Online? This can be why you migrated it twice due to migration target compatibility issues. Also, are you currently using a migrator tool (third-party data service) to convert your QBDT to QBO? If so, you'll have to contact their support so they can guide you on how to run and execute it seamlessly.
For QuickBooks Online International, there are tools and services available from third parties that allow you to transfer and import data from your previous accounting software.
