When you receive an email regarding account suspension, this means that your account has already expired and needs renewal. Thus, creating invoices or using other services QBO offers will be automatically unavailable.
We can check if your subscription has expired by navigating the Subscriptions and billing and viewing the renewal date since this will display your subscription status. You can renew your subscription through the Subscription and billing option if it's already ended.
