Thanks for posting here in the Community today. It could be that your user is experiencing a browser-related problem.
To confirm, let's use a private window. Then, troubleshoot the main browser to fix the issue.
If your user can now see clients while adding bills and expenses, let him/her clear the cache and cookies to resolve the problem. Otherwise, use a supported, up-to-date browser.
