Can i raise RFQ through Quick books?

Hello. You can try https://gosourcingwise.com - its built for raising RFQ's to vendors and has tight integration with Quickbooks.

The admin/moderator answer does not address the question at all imo. An RFQ refers to a Request for Quote from a supplier not a customer.

No this has no reference to Customers at all.  

As I understand (and would also like to know) is to do a 'Request for quote' to a SUPPLIER, through QB, and then when we accept it, then only do a Purchase Order...

Currently, the Request for Quote from Suppliers is unavailable in QuickBooks Online. Our closest alternative is to use Purchase Order (PO) and send it to your supplier. 

Although the PO is a non-posting transaction, you can copy it to a bill once you confirm the purchase. To this, you can follow these steps.

1. Click Expenses on the left menu.
2. Under Expenses, locate for the PO transaction.
3. Under the Action column, click the drop-down arrow then select Copy to bill.
4. Click Save.

You can also run reports to show the information you need for your business: Run Reports In QuickBooks Online.

As mentioned by my colleague above, you can utilize the Purchase Order to be sent to your suppliers. It works like estimates/quotes for prospective customers before you start a job. You may consider following the steps given on copying it to a bill once you confirm the P.O.

What kind of business do you run? If you are a construction/field service company, you may have an additional app to send RFQ to your subcontractors and integrate it with your QBO account.
