VAT accounts are created upon setting up sales tax and report the sales tax for every transaction. However, you can consider creating two different Tax agencies to achieve this. And I'd be glad to share a few details and help you from there.
Setting up VAT rates depends on how you will report it to the Netherlands tax agency. If the high and low rate is reported separately, you can create two different tax agencies. This way, you'll have GL-accounts used for each tax agency.
Here's how to add tax rates:
Once done, QuickBooks will create a new VAT Suspense and VAT Clearing account and edit it to the name of the account you want to have.
However, if the high and low rates are reported to one agency, you still have to create two tax agencies and group the tax rates. Here's how:

Hi Hans, do you know anywhere where is gives guidance on what to enter when adding a new tax rate?
There are many options I do not understand.
I am a UK based bookkeeper and have a new client based in The Netherlands so I need to set her up correctly.

Please be reminded that once you added the wrong tax rate, deleting it is not an option. You'll need to deactivate them and create a new one. Hi Christine, For the Dutch VAT we need to allocate per VAT code a separate ledger account.
I don't see how we could do this, QB combine all VAT booking to their default address BTW payable.
Please explane: account type "non tracking" and liability. (Account type expense will booked into the profit and loss BTW agency expense).
As we do have the intention to implement QB into more countries on the EU mainland some support is welcome. May i suggest to arrange a remote meeting for the Netherlands (UK is already working with QB)

After more than 1 hour support, the QB support team could not implement the solution you suggested.
We would like to allocate the booked amounts of every VAT type to a unique ledger account, seems simple but all VAT is still booked on one ledger account.
Are there customers working with QB (incl VAT) into the Netherlands, Belgium or Germany already?
