You absolutely can include Categories (&Sub Categories) during an import by following the simple instructions in the link posted by GlinetteC.
The really disappointing part was QB support not advising me of this when I contacted them to ensure my import/update would not create duplicate records (which it did)
I have just finished, at 8pm, a job I started at 2:30pm which should have taken much less than an hour.
Someone needs to update the available help around importing to include the critical and seriously helpful info found at the link mentioned above.
Only up side was I had a hundreds, not thousands, of records to fix
