Thanks for asking us here in the Community. You can run the liability account summary and customize it for the customer in QuickBooks Online.
Here's how:
To save the customized report for future use, click the Save customization option. Then, go to the Custom Reports tab and find it.

Thanks - but I don't think you've understood my problem. I don't need to run a report for one customer. I need to run the report for all customers for a period, but I don't want the report to show details expanded - I want it to default to showing collapsed group (by customer) instead of me trying to collapse every single customer manually.... every time I open the report.

Depending on the report you've run, it will show collapsed group to show the specific detail on the report. You can check the report list, like Transaction List by Customer and Sales by Customer Summary, and see the difference.

Thanks - but again I think you're directing me to a variety of reports rather than answering my question. So do I understand correctly that other than in some reporting the expanded/collapsed nature of the report is baked in, a user cannot control whether any report opens expanded/collapsed? Eg a Summary Report shows collapsed, but a List report shows expanded? And the user cannot change the default behaviour for that?

Yes, you are correct. Currently, the list report like Transaction List by Customer has no option to Expand or Collapse the report like we have with summary report like Sales by Customer Summary. Please note that this option not available in all reports yet. If you prefer to generate a list report, you can click on the drop-down arrow located beside the customer name to expand or collapse the details on it.
