Before you can create pay slips, you'll need to finalise your pay run. Afterwards, you can already process the pay slips. Use this link for reference: Pay Slips - Sending Pay Slip Notifications.
You can also invite your employees to the Employee Portal. This will allow them to access their pay slips online. Here are the articles that can help you achieve this:

Hi There,
I am on the basic plan, I have added an employee but cannot see anywhere to run a payroll.
I tried to complete additional actions on the employee and was taken to a screen to upgrade. I upgraded to the middle plan, but I still couldn't create a payslip.
I have since downgraded my plan again. I don't know where to start. I have one new employee.

It sounds like it would be best to get in touch with our support team so we can view in real time the current subscription plan and display of your payroll system. From what you have mentioned having only one employee would not submit you to any restrictions to actions or features if you are on a basic plan. If you have already set up an Employee up you will see in the top right an option for New Pay Run. This would not prompt an upgrade screen, although KeyPay the third party software we use does have it's own subscription plan which you can see by viewing KeyPay Pricing.
If you have already subscribed, once you finalise the Pay Run you will see the opportunity to publish payslip notifications to the employee at the top of the Pay Run. To finalize a pay run you can click here to view the steps.
