The payroll in QBO Australia is powered by KeyPay. The access was given to you might not include the Payroll section or if you're added as a standard user instead of an accountant.
I would recommend reaching out to your client to verify. You can email or send this article to them on how to add you as an accountant just in case that's what happened: Invite Or Remove An Accountant
