They're not the same thing, Dmckjones. I'd like to explain how lodging works in QuickBooks Online.
If you have a GST liability for the quarter, you'll have to lodge the BAS first, then record the payment. Once it's lodged, the GST liability account will zero out, and the amount will transfer to BAS Liabilities Payable. Once you record the payment, the BAS Liabilities will zero out.
Although, it looks like you're not using the lodge BAS function in QBO. That's the reason why you don't have BAS Liabilities Payable. You'll have to create this account. This way, you can record the payment through a journal entry.
