Yes, you are able to access QuickBooks Payroll on an iPad via the Safari browser. This offers the same features and functionality as the web version.
To do this:
If you're encountering another login page on the Employees section, try and disable Prevent Cross-Site Tracking and Block All Cookies in Safari's settings:

Once I have opened the section the screen does not show all required info. I am unable to swipe further right or down to access the Action/Save button?
I am unable on my iPad or iPhone to see employees to pay them.
what am I not seeing?

To use the payroll function, you must log in through a web browser, as it is not currently available in the QuickBooks Online mobile app. However, you can access QuickBooks Payroll on an iPad or iPhone using the Safari browser. This provides the same features and capabilities as the web version.
