When setting up price rules in QuickBooks, this feature is currently in beta testing and is available in the US QBO version. Don't worry, I've got workarounds to help you complete and resolve this for you. We can manually enter the appropriate price in the Rate column when creating an invoice. I've attached a screenshot below for reference.
Also, you may want to consider using a third-party application to help you manage your price rules. You can go to the Apps menu and manage the search functions to look for a compatible app.

This feature has been available in the US for more than 5 years now. Impossible to still be in "Beta" testing.
I can't switch from Desktop to Online without this feature. What is the real hold up?
