I need totransfer billing from my client to me- QBO says the client has to allow- but when u go to the client- it reads i am the primary user

It gives me great pleasure to guide you on transferring billing in QuickBooks Online, @Stephanie1708

 

Since you're the primary admin, you can directly follow the steps below to transfer their existing QuickBooks Online subscription to your billing plan. Here's how: 

 

  1. Go to the Gear icon and select Subscriptions and Billing.
  2. Under the Client-billed subscriptions tab, choose the client you want to add and follow the instructions on the screen.

From there, updating the price on your statements may take some time. If your firm's wholesale discount price hasn't changed, you can contact our Customer Support Team for further assistance.

Unfortunately this does not work. 
On my profile it reads i need the client to approve 
and on the clients profile it reads only i can approve as i am primary admin. 
so we are stuck and cannot proceed- which is why i posted the help
