The $1 for three months is still available in International versions. I recommend clicking the Plans and Pricing link to purchase the Plus subscription.
Once you're on the Find a plan that's right for you page, update the country and your preferred language. Then, scroll down and click Buy now under Plus. For visual reference, I've added a screenshot below.
After that, enter the necessary details under Create an Intuit Account. Then, follow the onscreen instructions to proceed and complete the setup of your books. I've added a snippet for reference.
