Let me share some details about connecting a bank to QuickBooks Online.
One of the possible reasons why you can link it is because of a system error. You'll want to login to the Indian Overseas Bank's website to see if there's system maintenance.
In addition, we need to make sure that we selected the right bank on the Connect an account page. You'll want to use the IOB's URL when searching it.

If this behavior continues, you'll want to manually upload transactions into QuickBooks Online. All you need is a file from IOB that you can import to QuickBooks.
