In QuickBooks Online (QBO), the Primary Admin can delete an accounting firm directly from the Accounting Firms tab located within the Manage Users page. I've included a screenshot below that shows where to find this option:
Since you mentioned that you are unable to delete them from the Accounting Firms section, I suggest checking if the Primary Admin role has been successfully transferred to you.
To verify, please go to the Manage Users page. From here, you can also confirm whether your company file lists you as the sole owner, ensuring no external firm or consultant has access to your account.

In case you are already the primary admin and still can't delete the accountant user, I recommend contacting our Live Support Team for further investigation. They have the necessary tools to review your account and assist in resolving the issue.
Regarding your concern about the consultant’s conduct and the steps to file a formal misconduct or fraud complaint, I suggest consulting with a legal professional if you suspect any wrongdoing, as they can provide appropriate advice based on local regulations and laws.
To verify whether the consultant made any payments during the specified period, you can check your billing history on the Subscriptions and Billing section in QBO.
