Thank you for taking the time to post in the Community. Let me share some solutions so you can activate QuickBooks Payments.
Since I'm unable to find any ongoing investigations from other users, I suggest performing some basic troubleshooting steps. We can start by opening the company in a private window or incognito mode.
From there, you can try to perform the process and see if the error persists. With these sessions, all websites and information you accessed are discarded without a trace.

If it works, I suggest you proceed with clearing the cache. There are times too much data can accumulate over time and cause issues when using QuickBooks.
However, if the issue continues, I suggest using other supported browsers. By doing so, we'll be able to determine if the problem is browser-related.
