I want to serve SME and LLC worldwide for fulfilling their bookkeeping needs. Also the proAdvisor certificate from Bangladesh.

Bangladesh is a supported version of QBOA. That said, you should be able to create a new account seamlessly.

There is a new policy. You must use the mobile number registered in the country where you wish to signup for a QB Online Accountant account.
Yeah, I will my local number, which has been registered by our National Identity Card. I can't open the accountant account.

The URL you have provided is for Indians. the quickbook will shut down from India "Intuit's QuickBooks products and services will no longer be available in India after 30 April 2023." Indians need to pay INR 223/month for the license, which is free in the UK, USA, and other countries.
There is no QBO Accountant Global version. If you want to sign up for a new QBO Accountant US account, you hare to own a US mobile phone number. Do you have one? Afaik, a virtual number is not worked with 2FA requirement.

I hope you're doing well. I'll help you with the zip code and phone number so you can create your QBOA account.
We can use your Philippine mobile number when creating your QuickBooks Online Accountant account.
As for the zip code, one workaround is to use a dummy US zip code. Alternatively, we can also enter your client's zip code (given that you've already accepted an invite from a client).
To elaborate on the invite process, once you accept an accountant invite, the system will let you create a US QBOA firm. Enter your firm's name, Philippine mobile number, and the dummy zip code.
If you've already created a firm, select it to start working on your client's books.
The following links direct to the US portal. Though, they should work since you have a US-based QBOA account.

We don't have a sample dummy US code. Your information should be legal for tax purposes.
You'll also want to make sure the number associated with QuickBooks is owned by the primary contact. This is also for verification purposes when you call or chat with our Live Support Team.
Please know that QuickBooks Online Accountant is available in the United States, United Kingdom, Australia, Singapore, and South Africa. You can find these countries through this link: Choose your country.
If you wish to sign up, for a country, let's say, South Africa, it'll route you to their page. Click Accountants, then choose Accountants. From there, click the Sign up button and fill in the form.
Once done, you can get started using your QBOA account. I've added these articles for reference.

QBOA is a free account and you are allowed to register with a dummy address. The only implication is that you will not be able to be listed in the ProAdvisor directory. I believe it is irrelevant to your needs.
