You need to export the data out from Tally and get the CSV/XLS. Then utilize the migration tool to import the data into your QuickBooks.

Petty cash - Cash in hand

TDS Payables - in Tally may have created each section as a separate ledger for TDS payables.

I am exploring that tool, but the user that reported doing it successfully was different than the original poster.  They also didn't say that they used the tool you referenced, so I was unsure.  I'll test using that tool, but I just wanted to confirm if that's what the user who successfully managed the imports used.
