You can move your company file to another computer. Ensure you installed your QuickBooks Desktop (QBDT) to the new computer. Then, you can now transfer your company file.
However, you'll want to ensure your computer meets the minimum requirements of your QBDT version to be able to use it on another computer. The minimum system requirements for QuickBooks Desktop for Mac 2013 is with Intel Core 2 Duo or higher processor and Mac OS X v10.7 or later.
For Windows Pro/Premier 2013 and Enterprise Solutions 13.0 is Windows 8, all editions including 64-bit, natively installed (QB R4 and later required).

I am not recommend to keep using your old QB version running on a supporting Windows OS (i.e Win 8.1 or Win 10). Consider upgrade your QB Desktop version to 2020. You may purchase QBD 2020 Premier 1 user for $500 on regular price or < $400 thru a partner/reseller.
