We have two default tax agencies for Cess in QuickBooks Online (QBO) India. These are Swachh Barat Cess and Krishi Kalyan Cess (see the screenshot below).
If your tax rate for Cess is under either of the two agencies above, you can select it in the Tax column when raising an invoice. If not, let's create a custom tax agency and rate to track this.
I'd still suggest consulting your accountant for further guidance on setting up the custom tax. This way, we can ensure your books are accurate in QuickBooks Online (QBO).
To create a custom tax agency:

To enter a new tax rate, click Add Tax again from the Taxes menu. Then, proceed with the steps below.

Once done, select the custom tax rate when creating an invoice. Here's what it looks like:
I recommend running GST or GSTR-1 reports to ensure your taxes are correct. Then, download and use them as your reference when filing your returns to the appropriate agencies.

what is wrong with quickbooks in india? have you guys stopped operations because there are no software updates in the last 6 months, twitter acount is deleted and software has gone horribly backward in legal compliance? i have 18 licenses and yet my immediately requested 10-15 problems havent been addressed in over 2 years. why? whats with the charade of saying qbo is gst compliant in india when as a user i know it is not? i demand 2 things.
1. either inform me qbo is quitting india meaning no more updates and i will work accordingly in switching clients to better software or
2. give me a concrete roadmap of when "basic" tax compliance will be implemented. i have been writing for features like cess as OP asked for 2 years + but what you are suggesting is totally wrong. it should be built in, stuff like eway billing, e invoicing, digital signatures, rate wise stocks,
meh, qbo doesnt even understand place of supply for taxation. i am having to use separate items if i purchase from local and interstate suppliers.
your refusal to answer i will take as chickening out and affirmative of point 1 above

QuickBooks isn't quitting India, and we're unable to give a specific time frame as to when the tax rate for Cess will be implemented.
I can see how this feature would be helpful for you and your business. I'm taking note of your feedback so, our product developers know your business needs and might consider adding it in any future updates.

I am really disappointed with the Solution.
Same line item is levied with multiple tax - IGST and Cess.
Your support staff was unable to understand this and sent me this link. I tried to tell him that this solution will not help. But he still made me to follow the steps mentioned. and in the last he was silent.
I have 5 clients facing similar issues, but no update from QB team. They all might shift to other software very soon.

Let me make it up to you by making sure you'll get the accurate computation. With this, I'd suggest manually getting the CESS. To do this, you can run the GST report in the program. Then, calculate the CESS.
