I've got just the information you need. Yes, you can add an independent contractor and record payments made to them using QuickBooks Online Essentials.
If you have a non-US online subscription, you may have to manually file and record tax forms for contractors depending on your country. However, if you need to file 1099, you can only do so if you're using the US version for QuickBooks.
