In QBO, the user type affects your accessibility in the different areas of the program. The Expenses section is restricted when the user type is set to Standard (Limited).
I suggest contacting your company admin, check the permission level, and update it. This way, you can access Bills and expenses and Purchase orders in the Account and Settings.
