When setting up payroll, does anyone know how you can pay out bi-annually?

For pay-out bi-annual, it's not available in QuickBooks Anne. You can only set up payroll every week, every other week, twice a month, and every month. For a better experience setting up a pay schedule, you can follow the steps below:

  1. From Payroll then Employees, select your employee.
  2. From Employment details, select Start or Edit.
  3. From the Pay Schedule dropdown, select the pay schedule for the employee moving forward. Or, to create a new pay schedule, select + Add pay schedule.
  4. Fill out the appropriate fields. Then select Save. When you're done, select Save.

For more details, regarding QuickBooks Online Payroll and Desktop Payroll check this article below: Set up and manage payroll schedules.

Additionally, check this article on using pay schedules to make running your regular payroll more efficient: Create and run your payroll.
