QuickBooks Desktop Enterprise is only offered in the United States and Canada. So, if you're using the version for any of these countries, your data will also be exported to the QBO version for that country. Besides, you can only export data to a QBO company no later than 60 days from the day you sign in. If not, you will be asked to create a new company like what you've experienced.
Your options are to export your lists to Excel and import them into QBO. You can also search for data importers online (Google), and use them (if there is) at your discretion.
As for your transactions, they can't be imported, so your best bet is to download them from your bank in a Web Connect file. Then, upload them to the Banking page in QBO. You can also connect your bank account to download your transactions directly to that page. However, your opens bills and invoices have to be created manually.

You are unable to migrate any data file from QB Desktop directly to QBO EU version for C.R
You will need a 3rd party migration tool. i.e TP Exporter for Desktop, TP Importer for Online
