You can't delete the place of supply as it is mandated to be present according to the GST rules.

I am raising a service Invoice that does not required GST. My customer does not require the PLACE OF SUPPLY mentioned in the invoice since there is no supply of material.
Kindly help me in this situation

When you create an invoice, make sure to set the tax scope to Exclusive of Tax since there's no supply of material for the transaction. Also, your regular invoice will look different in the GST regime. There is new GST tax invoicing rules for creating invoices in GST and that contains the Place of Supply.
