Connecting to PayPal is currently available in QuickBooks Online for US and UK versions.
You'll want to do the manual banking by adding your bank to the Chart of Account. Let me show you how:
Once done, you can download transactions from PayPal and create an Excel file. Then, manually import it to QuickBooks.
To successfully import your bank transactions, your CSV file must be formatted correctly. You can use the 3-column or 4-column template.
