You'll have to confirm that the login credentials you used matched and you're able to log in to your bank's website. You can read through this article to learn more: Fix banking error 103 in QuickBooks Online.
But if you already did all those steps and still you're unable to log in to your bank, I'd recommend contacting our Customer Care Support. They can pull up you're account, securely, and create a case or ticket ID to be submitted to our engineers for further investigation about this unexpected behavior.
