Are you trying to reactivate your canceled account and recover the data? If so, you should be prompted to resubscribe as soon as you sign in to the account. If not, you can go to the Account and settings to access Billing & subscription.
If you resubscribe within a year after canceling the account, you can still use or recover your account's data. If not, then you may need to start over.
