QBO International, including the version for the Netherlands, supports manual filing of tax return. This means that you can print a copy of the tax return, manually send it to your tax agency, and mark it as filed in QBO.
I would also recommend reaching out to the tax agency in the Netherlands for more information about tax compliance and what forms you need to file. You can also access their website from this link: https://www.belastingdienst.nl/wps/wcm/connect/nl/home/home.
