In QuickBooks Online (QBO), you can track your sales tax through the Tax feature. If you already turned on the tax tracking, you can now start setting up the tax rates. To do so, follow the steps below:
Once set up, make sure it's added to the transactions so it will show up on your VAT reports. However, if it's still not showing, I recommend reaching out to your accountant for additional guidance. I have tried to set up RCT tax code as per guidance in this post. However when I try to appoint the tax rate to show in the correct VAT return boxes I only have ''Value of goods / services sent to other EU countries''. In our case it is not related to EU sales and purchases.

Beforehand, may I know if you're trying to apply for services from non-EU countries? Any information can help us resolve the problem.
QuickBooks Online (QBO) Europian (EU) has the default RCS VAT code. That's why the system only shows you VAT codes for EU countries.
To view the list of the default codes, go to the Taxes menu and choose Sales Tax. Then, select Sales Tax Settings.
I also suggest contacting your state tax agency for guidance on the appropriate tax code to use.
