Let me share information on how to get around the State and Zip code on your QuickBooks Online subscription.
Before we start, may I know if you currently subscribe to the QuickBooks Online US version? If so, that's the reason why you are prompt to enter the state, zip code and ask you to subscribe payroll.
For now, since you're located in Mali, and it's Non-US version, you can create a new account with QuickBooks Online Global. This way, you can enter your own state and zip code.
Check out this page for more details.: Choose the accounting plan that’s right for your business. From there, you can click your own country, just choose Other Countries in the site map.
Also, for the QBO US version that you subscribe, you can cancel the account. This to ensure, you don't have to pay double for your subscription, and focus on the accounts that matter.
