As mentioned by ReaM above, were able to change the sales tax agency name through the Taxes page but the agency name that'll show up on your sales forms is the initial name created.
To edit a tax agency name:
To update the tax agency name on your invoices, you can add a new agency with the same information or rate with the old one.
To add a new tax agency:
Once completed, use that agency name to your invoices.

I appreciate you for proving a screenshot and I'm glad to share steps on how you can change/rename the National Board of Revenue in your invoice.
I suggest going to the Tax page. From there, you can change or rename the National Board of Revenue.
Here's how:
1. Click Taxes from the left-hand pane.
2. Click the Edit Tax/Vat drop-down button. Then, select Edit Settings.
3. Edit or correct the name of the tax agency name.
4. Hit the Save button.
However, when you print/preview your invoices with the edited/updated Tax Agency name, it will still show the wrong or previous tax name. This is because it has been reported as an ongoing issue.
I suggest contacting our QuickBooks Support Team, so they can add you to our notification list. This will help our product engineers determine the number of affected users. You'll also receive an update through email once this has been resolved.
As a workaround, you can create a Custom tax to be able to set up new Tax name or VAT information and apply it to your sales transactions. Please follow these steps:

I Chose Wisconsin by accident for WV Sales Tax
I cannot find a way to change it to WV Department of Revenue and now all my sales tax say Wisconsin.

We already have WV. We also accidentally have Wisconson. I made Wisonsin inactive.
The problem lies under custom rates. The account we have used for state sales tax since 2004 is now linked to Wisconson Department of Revenue.
We need it changed back to West Virginia Department of Revenue.

While the option to edit the agency of the tax rate you added, you'll want to make them inactive and add rates using West Virginia. Let me show you:
If there are existing transactions that you need to edit using the new rate, you'll have to manually open them individually and toggle them to the correct rate.

We do not need to create a new one. We need the previous one back to West Virginia.
That is where every invoice currently and historically is linked.

I understand that you need to edit the sales tax and assign it to the correct agency. Let me share some details about it.
Currently, the best option is to make it inactive and create a new custom tax rate while we're unable to edit the agency. In QuickBooks Online, making a tax rate inactive doesn't mean you deleted it. It only removes the rate from the tax page but the data is still on your account to make sure it is intact and accurate.
Follow the steps in this article to create a custom rate: Use custom rates to manually calculate taxes on invoices or receipts.
Once done, you'll need to update the transactions and assign them to the new and correct rate. Run the sales tax liability report. From there, you'll see the inactive rate cause it has the Inactive word in it. Click the corresponding amount to see the list of transactions affected. Then, select one so you can edit them.
