I have tried this over and over, and it looks good in the pdf preview, but when I create a new invoice it reverts to the standard one.

First, check that the template you are editing is the template you are using for your invoice. On your list of custom templates, check the Name of the template. You can set it as your default by selecting the dropdown arrow to the right and clicking Make Default. Then when creating the invoice, you can select Customise down the bottom of the page to confirm this template is the default one selected. When you now create an invoice and preview it with this template, you should see the changes you have saved.

I am having the same issue. I want to change one of my headers on the invoice from SKU to HTS code. In the preview this is working but when i go to generate a new invoice it is not updating. I only have one template style which is my default so that cannot be the issue

The invoice template may be damaged, and that's why it's not applying to all invoices even if it's already set up as the default format.
You'll want to delete the old template, then customize a new one to fix the issue. Let me show you how:

Thanks for following the steps on the thread.
You'll want to click the Columns section or middle section of the previewed invoice on the right first. Then, the EDIT LABELS AND WIDTHS option will appear on the left.
Let me know if you're able to see the option, like in the screenshot.
