We appreciate for checking your banking details and refresh option to fix the syncing of your bank. May I know the name of the bank and date of the missing transactions?
QuickBooks Online downloads the latest available transactions every night around 10 PM PT. Some banks may take a little longer. When you’re not getting the latest data, let's do the manual update by following these steps:
If transactions are still not downloaded after doing manual update and after checking your bank's website to see if there's any notification or maintenance, I'd recommend to contact our support team. That way, we'll be able to take a closer look on your account and investigate it further.

I have followed all the usual processes and advice, including a frustrating chat with support. The system is failing to add the transactions when updating. The bank balance is updating, so obviously link is fine; the transactions are not populating past 18.02.23.

For the missing transactions from 18th February, you can manually import it in CSV file format in QuickBooks Online.
