If you've checked everything, but still unable to find it, let's do the basic browser troubleshooting steps. This is to check to see if the behavior is caused by some issues in your browser.
You can log in to QuickBooks in a private browser. This is a good way to start checking browser issues. If you can find Utilities, you can go back to your regular browser and clear the cache. If it's still the same, please try other browsers like Safari, Edge or Chrome to compare the results.
