The accountant can change in Reports Tools.
This has changed the Dashboard and default Reports

The Dashboard will show an accrual basis by default. However, you have the option to select a cash basis to populate Profit and Loss and other financial reports.

I appreciate you for going through the steps provided in the link. Let's try to toggle your QuickBooks Online (QBO) account by signing in and out. This way, it'll update your dashboard and show the cash basis method.
However, if the issue persists, let's access your account via a private or incognito browser to check if this is a web browser-related issue. Sometimes, data stored for a long period causes unusual behavior from your browser. Let me show you how.
To access your account via a private or incognito window, you may use these keyboard shortcuts:
If you're able to see the cash basis in your dashboard via a private or incognito window, then we'll have to clear your regular browser cache. This way, it'll prevent unusual behavior to your browser.
If all else fail, I recommend using another web browser.

The dashboard figure is extracted from the Profit and Loss Report, which should be set to Cash basis by default if you have selected Cash basis in the Company Settings and in the Tax Settings (accessible via the GST tab).
When you select the Profit and Loss Report from the Reports section, is the default basis set to Accrual? If that's the case, we may need to take a further look into this because it doesn't seem like intended behaviour.

Sign in to your QuickBooks Online company.
