Yes! QuickBooks Online allows you to control user access rights to any of your employees. You can use the Standard user type and you can set different levels of access for this user.
They do not have an option to access your bank register and not be able to see the connected accounts on the banking page. Please check out this article for details: User roles and access rights in QuickBooks Online.
