You can only make a customer inactive in QuickBooks Online Accountant (QBOA). However, this will only hide the customer on the list.
To make sure that charges won't be a charge for you, you'll want to transfer the billing to your client. Let me guide you how.
First off, you'll have to make your client active again. Here's how:

Once done, you can now transfer the billing to your client.

You can easily do this if you're the primary admin of the account. Once a client is deleted, you'll lose all access to their company. Here's how:
