At the moment, the payroll function is only offered in QBO USA, Canada, UK, and Australia. For other regions, you can look for third-party apps in the web that offers payroll services.
You can also go to the App Center and check if there are approved apps that can be synced to your account. Here's how to look for an approved and accredited app:

There is no category that relates to payroll in the browse category tab.
