E-invoicing requirements aside, why should you use QBO and not another accounting application?
We have a headquarters in South Korea with and have three subsidiaries in US, Germany, and China. We do consolidated accounting every quarter, and the US subsidiary is using QB and others are working with xls. We want to gather accounting data with the same format as much as possible. (The headquarters uses an ERP called Douzone, in Korea).

At this time, this functionality is unavailable in QBO. As a workaround, you may consider using an invoicing app. QBO supports thousands of third-party applications for all your functional needs. Visit the Intuit App Center and enter a keyword in the search bar to explore the options, or use the Apps menu inside the program. You can follow these steps:

It means you don't have to use QBO. As I know, you may need to file your tax report with Datev in Germany. I would recommend to explore Zoho and it supports Datev. Since they support Datex, I'm sure they will also improve their products to comply with e-invoicing requirements in Germany.
You should ask your Chinese partner to use QBO or Zoho. You can purchase a 3rd party service to convert data from XLS to QBO or Zoho.
Then you can recommend HQ in South Korea to use a BI app to consolidate report from all subsidiaries.
