As a first step, please try accessing your QuickBooks Online account using a private or incognito browser window. This will allow us to rule out any web browser-related issues.
Sometimes, data stored from your regular browser for a long period causes unusual behavior in the browser. Here are the shortcut keys for accessing a private or incognito window:
Once logged in, try to customise the template again. If it works, I recommend clearing your browser's cache. Doing so will remove the historical data and access QuickBooks with a clean slate. You can also switch to a different supported browser.
In addition, you can upload logos from your invoices in QuickBooks Online to easily represent your brand.

It is not working in QuickBooks Plus for our region here in Jamaica. I have tried all of what you have suggested. I have used my desktop to access the US Version and it works perfectly. Please have your engineers check on QuickBooks Plus invoice customization.
