Please sign in to QuickBooks using a mobile browser or your computer's browser, and try creating transactions to see if you can enter rates more than 0.99. If the same thing happens, please contact our QuickBooks Online Support, so they can investigate this behavior.
If this only happens on the app, please clear the app's cache, or re-install it.

They have tools that can pull up your account in a secure environment and check the cause of this odd behavior.
