Is it possible to have departments for all General Ledger Accounts in the quickbooks desktop version?
The objective is to possibly run a profit and loss report by department

In QuickBooks Desktop (QBDT), we have a class-tracking feature that helps you track account balances by department or any other meaningful breakdown of your business. It also lets you track segments you want to observe. However, QuickBooks Desktop is unavailable in International regions. You may consider using the desktop version in US or Canada.

As for your other concern, the job tracking feature helps track the expenses for a job that allows you to compare those expenses to your revenue.
