If you're recording a bill or charge for $100 and it's taxable, the tax will be applied to the entire $100, Completelandscapes1.
Since you received a $73 refund and only want the remaining $27 to be taxed, here's what you can do. First, modify the original invoice from $100 to $73 and set it to NO VAT. If the refund is not yet recorded, create a deposit (make sure to use the supplier's name and the correct account).
To properly tax the $27, create a separate bill for that amount and select the correct VAT code to make it taxable.
