These actions will update all of your linked bank and credit card accounts. If QuickBooks downloads new transactions, the number of transactions in each account tile will increase.
If you continue to get the same result, perform Steps 2 up to 4 in this article: What to do if you get a bank error or can't download transactions.
Alternatively, you can upload transactions to a CSV file and import them into QBO. Click here for detailed instructions.
