I have followed the instructions given by @JamaicaA.
When I go to All Sales then filter, there is no option for Statements.
When I search Reports, there is no Transactions by Customer report.
Is this because I am using QBO Simple Start? Simple Start allows me to send statements, how can I see them?

Yes, you're right that the All Sales tab doesn't have a filter for statements, and you're also unable to view the said report because of your QBO Simple Start version.
