Since none of the steps works for you, let's perform a few troubleshooting steps to get this resolve. This could be a browser-related issue. The stored cache can affect the performance of QuickBooks which can cause unexpected behavior.
To begin, I'd suggest logging in to your QBO account via a private window. This doesn't use the existing cache files, which makes it a good place to determine if there's an issue with the browser.
Here are the keyboard shortcuts:
After signing in, try to create a bill again or follow the steps I've shared above. If it works, let's clear the cache of your browser. This helps remove its stored cache to improve the program's performance.
Otherwise, I'd also recommend using different browsers. They'll provide you with the best and most secure experience with QuickBooks. For more details, see this article: System Requirements For QuickBooks.
If the issue continues to occur, I recommend contacting our QuickBooks Support Team. They have the tools to check your account and investigate why you're unable to create a bill using foreign currency. To reach them, check out this article: QuickBooks Online Support.
I'll be sharing our Help page for QuickBooks. It contains articles that will help and guide you with your future task in QuickBooks.

Unfortunatly, when i create a bill, i choose the foreign supplier who uses EUR currency the bill displays the home currency (Rs)
What do i do wrong
Thanks in advance for your help
Regards,
Eric
The steps you've performed will allow you to create a bill using multi-currency, @mavibya-gmail-co.
Since it shows the home currency, you'll have to double-check the vendor profile and make sure that your supplier is using the foreign currency. Let me show you how:
If it shows the home currency, you can delete and recreate the supplier's profile. Just click the Make inactive in the Action column dropdown.
Once done, follow the steps shared by my colleague Charies_M on how to add a supplier and make sure to choose the foreign currency in the I pay this vendor with dropdown.
I'll be adding these articles that will guide you in adding transactions using foreign currency and how to enter bills and record bill payments:

Dear Joesem M
Thank you very much for your assistance.
By opening a private window, it works.

Hello there. I've got steps we can perform in setting up multi-currency rates in QuickBooks Online.
One of the advantages of QuickBooks Online is its ability to simplify transaction recording for our global business, eliminating the need for manual exchange rate conversions. However, it's worth noting that this feature is not available in the QuickBooks Online Simple Start version. If you're currently using that version, it may be worth considering an upgrade to access this functionality.
Prior to enabling the feature, it's important to note that once activated, you won't be able to disable it or modify your home currency. This is because the system needs to consistently account for currency conversions going forward.
When ready, here's how to turn it on:
Clicking on the Manage Currencies link will direct you to the Currencies page, where you can oversee and handle the currencies you utilize.
Additionally, feel free to browse through this article I've included for your reference in case you need to create home currency adjustments: Enter home currency adjustments for your foreign balances in QuickBooks Online.
If you have any further questions or encounter any difficulties along the way, please don't hesitate to reach out to me. I'm here to provide you with the support you need to ensure your global business management in QuickBooks Online is seamless. Thank you for choosing QuickBooks, and have a wonderful day!
